Responsive HTML email for announcement to clients

I have an email announcement designed with Adobe Illustrator.
I am looking for someone who could turn that into HTML code that shows nicely on a computer using Outlook and on mobile devices, mostly Mail on iPhones.
The announcement is about a rebranding and website launch. The new website is responsive and you could check out the code if it helps.
I can provide the AI files, other formats like EPS as well as plain PNG exports.
