Responsive HTML Email (Mobile and Desktop)

I am looking to create a HTML email template as part of a presentation. I do not have the HTML skills and am posting this job to find the best developer for this. I will need someone with experience in email development where the HTML will need to be responsive in both mobile and desktop clients.
I will test the HTML in Litmus to make sure responsiveness is correct and no issues arise before final payment.
Please see the image attached before bidding on the project. You must be able to create the HTML like that found in the attached image.
This should be a relatively quick and easy project so will need to be done asap; looking at a deadline of November 3rd.
