Responsive/Dynamic Website

I am looking for a skilled web developer who can create a responsive and dynamic website for showcasing our company portfolio. The website should have the following features:

- User-friendly interface with smooth navigation
- Mobile-friendly design for optimal viewing on different devices
- Integration of social media links for easy sharing of portfolio items
These are the pages needed. 1) Home 2) About us 3) Services 4) Contact Us 5) E-Tenders. 6) Registration & Login Basically very simple pages. In the E-Tenders page we just need a download button..when any registered user clicks that button, he will be able to download the selected TENDER application . Which he/she will have to fillup and he/she should be able to upload it again.
The site should be responsive/dynamic so we DONT WANT any wordpress
We will provide the LOGO and the content.
Ideal Skills and Experience:

- Proficiency in HTML, CSS, and JavaScript for front-end development
- Experience with responsive design frameworks such as Bootstrap or Foundation
- Knowledge of back-end development using PHP or another programming language
- Strong attention to detail and ability to create visually appealing designs
- Experience with graphic design software for creating custom elements
