Program a Website from an existing AI Design

Hiya!
I would like your help translating our existing Adobe Illustrator design to a 5-6 page, responsive website where we will host a blog, podcast, and donation platform for our Non-Profit.
Currently, Joomla is the CMS that is installed on our domain but I am open to using any other method of development you believe is best with the request that it allows multiple users to contribute and maintain the site with minimal specialist knowledge.
We are in process of drafting and editing all the starting content for the site and will be ready to start the gig on the 29th of August. We have no strict deadline after this.
With the nature of non-profits, we do not have an infinite budget. However, please let us know a fair price you believe you could deliver the website to the above specifications at.
