Portable desktop URL, XML RSS Article Feed widget

I am looking for a developer to build a simple portable windows desktop widget that doesn't need to be installed on computer. The widget should should be a normal URL RSS feed that scroll like breaking news we see on TV however, it must be able to present the article on window. So when it scrolls, then it stop and present the entire article to be read, then it goes then next article scrolled in. The content of the body of the news must be formated in an elegant stylish design including pictures placed by the side. Fonts type and size must be selected from the system by the user. Background opacity must be also selected by the user. Colour similarly must able to be selected by user. There should be at least 5 types of variable animation types for selection by user. Also paragraph options, must be selected by user thus how many paragraphs the user want see at certain time before the next paragraph comes in.
