Podcast Streaming Website

Hi Freelancers,
I am looking to create web application that will serve as a digital platform for artists and upcoming presenters and stars in the media industry to meet each other on this platform. The platform aims to mainly be autonomous where the artist can upload music, conduct podcasts on the platform and be interviewed on the platform.
Artists will have a form that they fill in with their necessary information such as Artist Name, Song Title, Composer, Genre, Year and Record Label.
The site needs to be very autonomous.
Streaming Capabilities:
• Artists to send artwork of music as well as music files.
• From the back end we will listen to the music and once approved, we should be able to press yes or no. Once we reply yes from the backend the artist should receive a schedule as to exactly when their song will play. The rotation shall be categorized as 3 of the following: High Rotation, Middle Rotation and Low Rotation.
• Artist to agree to a digital disclaimer of “Yes” or “No” once their song is accepted.
• Artists should be able to share their scheduled track as a link.
• Option to share to YouTube as a live stream to be made available.
Podcast and Interviews Capabilities:
• Artists can register dates to promote their new music on the platform by booking dates that they can allow interviews to be made by themselves with their preferred presenter, or some special days, there will be the ability to have bigger interviewers they can have interview them.
• Artists to be allowed on the platform only when internet speeds are faster than 10mbs a second (preferred speed to improve quality).
• Artists to have shareable link that can be distributed to various social media networks.
• Option to have the podcast as a pre-recorded segment should bandwith issues delay the flow of the site’s liquidity.
At heart, this site should be able to allow people to record a podcast from their cellphone and share it easily. It is an artist/podcaster empowerment platform.
Freelancer NEEDS to have done a streaming/podcast/music related before! This is very important. If you haven't, please pass this gig as I will request proof etc.
