Multilingual ChatGPT Winword Converter

I'm seeking a highly skilled chatGPT programmer to create a web app that will convert winword files across various languages.
the final goal is to translate our book in other languages fast and easy
The primary objective for this chatGPT project is:
- Creating an AI chatbot that processes Winword files, converting them using chatGPT capabilities
core Key Features Needed:
- Support multiple languages, the specific ones will be according to what chatgpt supports. The translation limit vor chatgtp is now 4000 signs in version 4.0. in this the requests to chatgtp from the winword file which is uploaded should be splittet in parts of 4000 signs or less, send to chatgtp and store result in resultfile. the formatting with pics should not be lost. so in web app the user must do following
0. privide cloud solution with access to KI for translating longer files as 400 signs by splitting original files and bring finally together translated winword files
1. select languages of target files (aboout 10 till 15)
2. select upload file
3. start button to translate
4. result are download links of translated files on cloud server and prepared for download
5. user login and admin login for different users of system and different work spaces which own result (bringin in own ideas)
6. the request splits of 4000 signs should be set in setup area. if later versions can work on bigger files this should be adaptable. (also ideas of the programmer of setups)
after positive result the solution should be placed on an local server here which i provide finally. the programmer gets access for later update projects

- Proven experience in chatGPT programming,
- Knowledge of AI Chatbot development,
- Experience in developing apps for multilingual support,
- Proficient in handling large text data especially with Winword files.
- database should be easy as possible..so it could be enough to store everthing at first in XML files as we have not so big amount of data(some setuos, some filenames)
