Moodle User Management & Payment Integration

I'm seeking a Moodle specialist to assist with user enrollment and integrating payment gateways. I have been using Moodle for 13 years but need technical assistance with the newer versions.
Key Tasks:
- Help to Streamline user enrollment from students
- Payment Gateway Integration: I have been using PayPal for many years but recently found problems with PayPal accepting the payment and sending me notification but the student is not enrolled in the course. Specifically, I need to integrate PayPal and perhaps use the "Gateway" feature to improve reliability. I need someone familiar with "sandbox" accounts, and I may need to set up my Stripe account with my Moodle platform.
- Help with setting up quizzes to allow students to progress through a course even though they may have failed a quiz. I have been dealing with a bug that prevents students from moving on to the next section if they fail a quiz, even though the next section is set up properly.

- Extensive experience with Moodle, particularly with later versions.
