Manual Input Entry and CSV Upload into Central Database to view different depending on Customer/Subcontractor

I am looking for a developer to help with the task of creating a portal for my logistics business. I am at the stage of understanding the specification of what I need.
1.0 Create Courier and Customer Logins
2.0 Take the existing 'book collection' page. Function purpose: Customer logins can upload a CSV file or manually enter information that will go into a database.
