HTML/CSS Template help/hand holding

I am looking for a skilled HTML/CSS developer to help me create a new template from scratch for a simple website. I have some ideas for the design and layout, but I am open to suggestions.
Specific Requirements:
- Create a new HTML/CSS template from scratch
- Incorporate my ideas for the design and layout
- Ensure the template is responsive and works well on different devices
- Optimize the template for fast loading times
Ideal Skills and Experience:

The purpose of the template is to host internal training videos. It will simply be rows of videos, with their own description, grouped into sections. Videos are hosted and streamed from cloudflare stream.
I would like to work on this together so that I can easily copy/paste code to add more videos as they are created. I would like to being work on this "now", so please only message if you have time to start now.
