HTML/CSS Site Migration to Salesforce Experience Cloud

I'm seeking a professional with experience in Salesforce to migrate my HTML/CSS informational website to an Experience Cloud site. The current site is primarily informational, and while I'm open to design improvements, I want the core elements to remain intact.
Key Requirements:
- Migrate and possibly enhance the site's design on the Experience Cloud
- Transfer specific functionalities from the existing site
- Implement contact forms and blogs/articles
- Ideally, a freelancer with a strong background in both web development and Salesforce's Experience Cloud
