Getting blank form entry in db even when i have mandatory fields in the form on landing page

I am looking for a developer who can help me fix a bug in the enquiry form on my landing page. The specific issue I am experiencing is that someone is able to submit the form even if they haven't filled out the mandatory fields.
There are no error messages or error codes being displayed when this issue occurs.
The landing page is built on custom HTML/CSS.
