Front-End Dev to Support a Ruby on Rails Project, 10-20 hours per week (long-term)

We are a SaaS application and we are looking for a dedicated front-end dev to support us in our project for HTML / CSS work at least 10-20 hours Min of 3 years are a requirement. If you have previously worked with a MVC framework (Ruby on Rails, Laravel, etc.) is beneficial.
