Fix 2 bugs on Web site ( Safari/Apple devices)

I have a web page that has 2 issues that only show up on iphones/ipads.
a). I have a button on a form that does nothing when clicked (works on Samsung/PC).
b). I have a top menu and footer panels that hide when scrolling down the page. They reappear when page is scrolled up. Works well on Samsung and PC but works correctly on apple devices ONLY when at page bottom. only. When part way up a page the top menu panel shows for a moment then hides.
