Fix Simple Bootstrap5 Page $200

I have a simple two column page with a chat output and a chat input at the bottom. I have a problem with the content div putting content past the input div. I'd like that fixed. I'd also like the button div fixed, which only shows up if content is provided. You'll see the buttons are below the div they should be above.

Needs to be fixed with 100% satisfaction.
