Finiding junior HTML CSS developer who can build site from scratch with Figma

I am looking for a UI developer with an eye for detail and experience creating intuitive, user-friendly websites with HTML/CSS.
This is a long-term job, and we will develop from Figma file.

If you know about Adobe Photoshop, It will be pleasure.
Finally, European developers will be a plus.
