FIX HTML EMAIL: Background Images for Outlook in 2 places

Hello, there is some special code needed to make background images work properly in an HTML email, for some reason I can't get it to work. I am willing to pay someone $25 to fix this for me in two places. Thanks for your bids.

The two places are:
- The Hero message background (the city scape)
- The section break for "Start your business up for success" - with the rocket
