Enhancing Laravel App Functionality & Interactivity

i have a Laravel site, i wants the below modifications to be done, the site is a freelancing platform similar to freelancer.com
- mark notifications read once the user open the notification tab
- the admin can edit "Engagement Type", edit, remove or add
- the admin can filter the clients by thier skills, (if i wants to know the best in "WordPress", i can see a list of experts by the years (years in order))
- the ability for the admin to reorder FAQs
- change the font (will provide both Arabic & English)
- first page should be landing on arabic version not english one
- when expert login the redirection page is the landing page which is wrong it should be the dashboard
- admin can edit/remove/add experts bids(briefs) to a projects
- change the chat system (you will be obligated to look for a good chat system that meet our requirement (ability for the users to share screen, audio calling and everything should be stored on the admin panel))
- new role for admin panel (lower than admin, can do everything except removing)
- enable HTML editor for all manage contents on admin panel
- records for every sent email + including the recommended experts for every new job (easy tracking)
- bug in new job posted - will provide the details later
