Design Customization of Powerapp Portal

Deliverable:

This is a start up project that may involve more work in the future as the business gets more clients and need to add more functionalities. Each client will have their own website and look and styling. I am looking for a great partner that I can constantly rely on for related jobs.
The initial stage is for the portal for clients to login and host their Power BI or Tableau visuals with basic CRUD ability. But what I need help on is just the design (HTML/CSS/Liquid).
