Crypto Coin And Website

I have a very specific idea for a crypto token. I don't care which network it runs on, but I want to be able to control who can buy and sell the token. Only qualified addresses. People can apply to be able to buy and sell and if approved can only buy it on our website, which will also have to be created. Please give me an estimate for this project.
