Create a website with random webcam and games online (chess,,)

I am looking for someone with the skills to create a website where people can play online chess and other few games while watching webcam/chat with strangers. Is going to be a ongoing proyect with different phases. Please only people with skills to be able to do so. Payment will be deploy by achievements not hours. Thank you!
