Create an html email that resembles the attached jpeg that I can send out via Gmail

Hi. I want someone to create an HTML file that I can insert into an email on my Gmail account so that it becomes part of the email. I want the HTML file to look similar to the picture I have uploaded below. The 4 buttons in the jpeg below will need to be active links in the HTML. What would you charge to create such an HTML file and how long would it take to do it?
