Create emails from start to finish in HTML/existing templates

We are an online fashion outlet and looking for some help on creating app push notifications + creating emails from start to finish. We work mainly with existing HTML templates that occasionally need modifications, therefore basic HTML knowledge is helpful.
Deliverable:
- 2 to 3 emails a week (localized for our 5 core markets & segmented per gender)
-5 app push notifications a week (localized for our 5 core markets & segmented per gender)
- Freelancer available for around 10 hours week
- Work on project basis on weekly basis with structured briefing set-up
