Create an HTML document based on a photoshop design of a Certificate of Achievement

I have a layered PSD file with a graphic design for a Certificate of Achievement. This CoA will be auto-created by my software based on user data. Many of the elements should be static and part of the background graphic but some will need to load dynamically based on user details.

My team will integrate the html and connect the back-end data that loads dynamically. Just need someone to create the front-end html design.
