Convert a word document to clean HTML

We have a large word document which contains a standard proposal template for our customers, and terms and conditions they need to agree to. The document has lots of formatting in it with columns and headers. We wish to convert this to an HTML format, retaining the formatting, which will then be used in an online CRM system to generate proposals, before being converted by the software to display online with the option to download back into a PDF.
We require a freelancer capable of replicating the exact formatting and appearance of the word document into HTML format. We have tried converting this ourselves using the options available in Microsoft Word, or online conversion tools but it loses its appearance.
