Convert a map with tooltips and links on those tooltips to html (or bootstrap) that I can insert into a Drupal site

I would like to convert a map that I had created on a WordPress website into HTML (perhaps using Bootstrap or whatever is convenient) so that I can insert it into the HTML I am creating for the rest of the page. The HTML will go into an old Drupal site (version 6 or 7) so it will have to compatible with that. I would also like to mention that I have no back-end access to the Drupal site so I cannot install any modules to create such a feature. The map will have a total of 8 tooltips. I have attached an example showing two tooltips/markers on the map.
