Convert Two Mobile Screens to a Static Webpage

I have two screens in mobile application that I want to be deployed as a static webpage. This webpage can look visually simple, but it needs to be able to send HTTPS requests to my REST API; this web app will need to GET and POST to my API. Ideally it’d be nice for the web app to incorporate resource IDs into the url. For example, mywebapp.com/<resource>/<id>, navigation to this page will pull up a page that is specific to the resource.

.net or angular are preferred.
