QR Code based web app marketplace payment gateway (stripe)

TiPPy will be an electronic tipping platform for businesses and individuals to receive tips.

I require all aspects of this to be developed. Please read in detail as I have already had 1 month wasted by another useless Freelancer who promised everything and delivered nothing.
QR code - customer scans QR code with their phone - this brings up payment page with a profile of the business they are tipping and tipping/payment options, customer can make a tip to restaurant.
Restaurant owners sign up and can customize their QR code & landing page with a welcome message and image
backend login to monitor payment history etc
Marketplace using stripe (or something similar) to capture payments and take 4% commission/processing fee to be retained by TiPPy (my company) before disbursing the remaining tip/payment to the vendor
3 Roles
- Admin (me)
- Business owners/Individual tip receiver (who created the QR and landing page)
- Customer who scan the QR code via mobile and a landing page will open in which tip amount can be added and proceed.
TiPPy processing fee will be a fixed percentage 4%
Tip amount can be chosen from preset amount, entered manually, or choose a tip roulette option Tip roulette option allows tippers to click a button and the app will randomly select a tip amount between a price bracket (set by the restaurant owner) Refer to mobile sample screen shots of what this will look like
