Build me a website in django for online representation

Hi all,
I want to create a personal webpage for self representation in the web:
this must include:
a header, menu, contact form (and upload function for documents), footer, blog function, review page
animations for smooth scrolling
documentation of code needed (doc strings)
Not many elements are needed, some texts and images. It should look and feel as a modern webpage. Could also be a single page to scroll down.
I may will look for an example upon request
