Build me a website/ Platform

Hi,
I am looking to develop a digital tool/Platform and wondering if you might be able to help me with it.
It is a digital tool to help start ups- particularly in the hospitality sector to calculate their cost
The users would register as a user, after which they use our "cost calculator'. This would be a survey embedded into the website which would ask probably +- 250 questions. Ideally the surveys would be saved automatically to the users account so that they dont have to complete it all in one go.
This questionnaire would ask a mixture of qualitative (eg. What city would you like to establish your business?) and quantitative (eg. how many square metres required?). The 'calculator' would convert all of these answers to a quantitative amount reflecting the price. These figures would be stored in an external database/spreadsheet which would be updated according to our research. So for example a user might select Brussels as desired location and 100m² as desired size. Our previous research may indicate that rent in Brussels is approximately €20/M². So in the cost report under the variable "Monthly Rent" they would see €2000/ Month. Other variables would be dependant variables for eg. tax, social security etc. So if they had to pay a social security rate of 25% on all wages paid - the monetary figure would be generated in the cost report. So they would only have to indicate that their wage bill €15000 and the report would automatically include the variable 'Social Security Payments' - €3500.
Of course I am aware that all of this can be done on spreadsheets and if it is easier(and more financially viable) for the website to send the information to a spreadsheet for me to compile and use to compose the report I am happy to do that.
The only disadvantage of sending the information to an external spreadsheet would be that it would be impossible for the website to automatically generate figures. In an ideal scenario we would have a 'Freemium' model. So once a user has completed the questionnaire they would see three financial figures - they would then have the option to buy versions of the report. So the free version would instantly generate and display the three figures based on all of the inputs (or questionnaire answers)they have entered and the variables we have previously researched. The user would then have the option of buying a report which would be delivered within a week. They would pay digitally via the website. Is it doable? Brief attached.
