Build a website (LMS Backend and Frontend)

It is about creating a web page where students pay a monthly subscription and have access to outlines of the syllabus and tests to practice the exam of the 9 topics. I want a very custom design (I provide templates).
I am looking for a person with experience in LMS, payment gateways and who is capable of developing the web so that if I want to add more new test questions tomorrow I can do it easily.
I'm just beginning to assemble this project so for now budget is a big factor along with custom design.
