Build a talent acquisition site

I am keen to see if there are teams out there who would be able to build a talent acquisition platform like toptal.com. Besides the usual about, why, contact type pages. The unique features are;
1) user can type in their CV using an editor to display their CV in a layout that looks like https://www.toptal.com/designers/resume/pushkar-patange, including the skills tags shown on the same page
2) user can preview their CV when they are editing to see that they are putting in the right details
3) Other pages include:
