Build a pure html & css static site

Looking for someone to build a website. Would like it written in html & css, with no javascript or frameworks. Code needs to be well-commented & maintainable.
Website itself will be based on pdf designs. There are around 30 pages, but most will be based on the same template/follow the same design. However, the site needs to be written from scratch, not based on an existing template. Site should be responsive, and look good if viewed on a desktop, mobile, or laptop.
Some code is already written & can be used, or can be discarded if it's no good. Looking for quick delivery & an experienced freelancer.
