Build me an existing Website - JALA Academy - Just Copy of it with little changes in the colours

We have already website developed in PHP - JALA Academy. Not happy with PHP. It is taking more than 15 seconds to load.

I want it to be copied exactly with simple HTMLs / JAVA / .NET. There won't be any dynamic forms not even contact us page. Everything is static. it should be able to be modified by me when ever I want to add or modify the content.
The only condition is - Don't think too much. The website is just to share my thoughts. Make it as simple as possible. It should be mobile friendly and should be loaded in less than 3 seconds.
We are building a Billion dollar company. Consider it while bidding. More opportunities will be given as we have a stack of applications planned. Read all the pages to know what we are and how we can grow together.
