Build Website App - Frontend, Backend, Database

I need a developer to create a website app that includes a Frontend, Backend, and database. A specific programming language or server environment is not required.

The Frontend and Backend will be password and user profile protected. 2 roles for the backend are required at this time: User and Super Admin.

The Frontend has these main components:
- User Homepage
- 2 types of surveys the User can take
- Content Library (basic blog-like functionality)
- Static content
- Custom website theme

The Backend has these main components:
- Survey form builder
- Separate basic survey builder
- Content Library builder - similar to blog with categories, sub-categories, and articles
- WYSIWYG editor (including source code editor and custom CSS)
- User administration
- Backend and email notifications

Estimated timeline for delivery is 2-4 weeks. Continued development for additional features will be needed.
