Build me a Job vacancy website

I want to build a website where people can
* create a Resume in their profile page
* apply for jobs with their resume
* edit resume on the apply page
* choose to save and send the edited resume or just send without saving it
* post new jobs
* Download the resume of those that has applied had sent (in bulk or single)
