Bring displayed element to front on show.

I have an existing project that uses css and Javascript to display different elements on screen in a rotating wheel.
Currently the wheel rotates and as you hover over it, it will stop. At this point the user must be able to click on the link element shown. Currently this does not work correctly. Only the last element is able to be clicked (link 8), all others do not work.
The project will require the coder ensures the as the wheel rotates, the active, displayed item is clickable, also if the user does not click and moves the mouse away from the wheel, the wheel begins spinning again.
