Assist with web.config configuration

I have a react.js and next.js website on IIS 10 windows server that has static and dynamic pages. The web.config attached must be modified to accommodate the dynamic and static html pages accordingly. When directly navigating outside the website to .html pages it should load accordingly and then use the internal routing for a better user experience.
