ASP DotNet Core Razor Pages developer

I need a site to help me manage language translation orders. Functionality i need:
- clients can place orders
- manage and customize prices
- online payment
- invoice generation (send invoice to the client by email)
- client notifications by email
- manage orders
- manage other translaters that act as subcontractors
- application should have three types of users: admin, clients and translators
