I am a Retired vet, private citizen and am trying to install a 30 X 40 concrete foundation for the structure. I am told I need a Civil Engineer to plan out the location and details. My property is in a flood zone but when I purchased it we looked into that and it was labeled 100 year flood encroachment.

The city planners office said I need to hire the Engineer to survey my area prior to installation. (Which I am hoping to do before winter hits). Attached is a hand sketch of what I wish to install. It has the detentions and the style but I am not an architect so it is subject for change.

I hope this is enouggh information and we can move forward with this project.
