Interact in Hebrew to obtain information on my behalf

I'm trying to figure out how to get a Israel Withholding Tax Exemption certificate but running into problems because of language. No special skills required. I will explain what I need and you will probably end up needing to call the tax service to find the person who can address my problem. I'm happy to pay hourly or success based.
