HVAC Expert -- 2

I need an expert to decide between three quotes which include a description and price which of the HVAC project quotes is the best. This would be part time and paid on a per need basis. If someone hires an expert on my website then we would split the money 50/50 I plan on charging $25 per time. That would come out to $12.50 for something that probably takes about 15 minutes time.
