Repair Vinyl Horizontal Blinds

I need a skilled handyman to fix a set of vinyl horizontal blinds. The cord mechanism is not working, and I need it repaired so the blinds can be easily operated again. The cord is ripped in the center two areas and need fixing. Please help.
