1st time dreadlocks on my brother

My brother is 13 years old (as of January) and for his birthday/Christmas present I want to let him get dreadlocks for the 1st time. My brother and my 2 sisters are all adopted (into a white family) and recently my brother has been braiding his own hair because he really wants dreadlocks. Because of how much he’s been braiding his hair he’s pulling out some hair and has bald spots.. since he lives in an all white family in an all white town he doesn’t really have anyone to ask and there is no way my mother would pay for it. So I decided I’d take him. I just want to know a price estimate, after care (if there is a way without having to go back too soon, and less expensive) and different products I should buy. I am only 15 so I don’t have much money especially to pay for monthly follow ups or something like that but I still want to know if there is a way to get this done for him without it costing me a fortune.
