I need to design a 9 x 12 Mailer with Multiple small businesses on it- ASAP -- 2

Hey folks! I have a project that I need to complete ASAP and hopefully you can help!
The project is an 9 x 12 mailing postcard that will have ads on it to promote all sorts of local businesses.
For a demo of a similar style you can see this image, but I am looking to make a portrait layout instead of landscape and I am adding a header area to help make it more effective.
So the task is 2 main parts:
1. Help me make a nice template with my requirements for the front and back.
2. Fill in the remaining slots in a way that helps me to maximize the space and make demo ads for the businesses chosen based on the examples that I like (which I will show you)

I have a PSD of a template, but I am looking to adapt it with my requests.
I have made a whole lot of task details and notes for exactly what I would like.
First we need to decide the template that will work best, then we need to make good looking ads for demo businesses. I went into a lot of detail and showed demos of other ads that I like and exactly what the coupons will be on these deals. But since the businesses are not real, we will need a stock temporary simple logo for each of the demo businesses we make a promotion for.
I have enclosed a demo so you can see basically what we are making as well.
Hopefully you have the skills to make this project great at a budget we can agree on... look forward to seeing your work!
