creation of figma project from PDF

I am looking for a designer to create a Figma project from a PDF. I have a specific design style in mind and PDF version is already existing and would like the designer to incorporate my ideas into the project. I also need interactive elements in the design, so I can engage with my users. The main purpose of the project is for web design, so I need someone who has experience in design using figma. Ideal skills and experience for this project include:
