WordPress website and graphic design project

We are launching our new Not for Profit group on the 5th of December and are seeking to get a website built and some graphic design is done. A full list of requirements are attached to this overview. We have broken this job down into 5 milestones and while you will bid on the whole project, we would like for you to provide us with costing in your bid for each milestone.
The person we are looking for should have the following experience/have a team that has this experience:
WordPress website design experience
SharePoint experience (please note this project has no SharePoint but if we a bidder has this experience we would prefer to work with them because we are building a SharePoint page and may need help in the future.)
Design and Marketing experience
SEO and Google AdWords Marketing experience
Good eye for design and picking photos.
Excellent English
Able to get work done on time.
The website we are seeking to make is going to be on WordPress (this is so I can make changes and add content) is should be mobile responsive and must comply with Google Website policy https://support.google.com/grants/answer/1657899?hl=en
