VMS Development for Recruitment Tracking

I need a web platform specifically designed for managing recruitment vendors. T

I'm looking for the following functionality -

User Roles & Their Capabilities
1. Company / Employer
Can:
Register/Login
Post jobs
Edit/Delete their own job posts
Set custom screening questions for each job
Define hiring commission (e.g., fixed amount or % of CTC)
Can View:
Resumes submitted for their jobs
comments
Screening question responses
Can change status of submissions (Shortlisted / Interview / Hired / Rejected)

2. Recruiter / Vendor
Can:
View only public or visible jobs
Upload relevant resumes (PDF/DOC format, with candidate details)
Track status of submissions (Shortlisted / Interview / Hired / Rejected)
Cannot:
Edit job posts
Change screening questions or commission

3. Website Manager / Super Admin (Platform Owner)
Can:
View, edit, or delete any job from any company
Manage all companies and recruiters (add, suspend, delete)
Customize commission structure per job or per recruiter
Modify screening questions, job descriptions, and CTC info
Download resumes uploaded by recruiters
View activity logs, generate reports, etc.

4. Internal Team Member (Support or Ops Role)
Can:
View and edit all jobs and resumes
Change resume status (e.g., "Shortlisted", "In Interview", "Rejected")
Post and update jobs (on behalf of company or manager)
Activate/deactivate job postings
Moderate content (screening questions, resumes, recruiter uploads
