Tech pack for shirt

I am looking to create a tech pack for a T-shirt. I need help determining the proper measurements for the T-shirt, however I do have specific design elements that I am looking for. I am looking for someone who has experience creating tech packs for apparel who can help me turn my vision into a reality. I'm open to creative ideas, but ultimately I am looking for someone who can help shape the design elements into a beautiful finished product.
