Siemens Logo Programming For Water Treatment System with HDMI screen and web access and page

We have a requirement for a PLC programme to control our relatively simple water treatment system and require HDMI screen graphics for tank levels (from 4-20 mA inputs x 4), operation of transfer pumps x 2, and external comms via web page format or IP address for alarms and monitoring purposes. Currently Siemens Logo is preferred PLC and Simatic HDMI. Need a spec for correct equipment and programme. UK site.
